CCTV Network Support Services

The City of Saint Paul, Minnesota, is seeking a long-term vendor partner to provide comprehensive CCTV network support services. The existing camera network has grown incrementally over time, which has resulted in varying equipment ages, inconsistent connectivity, and a lack of strategic coordination. Additionally, ongoing street reconstruction, utility projects, and infrastructure replacements frequently disrupt the cameras, requiring removal and reinstallation services that are not currently covered by a dedicated contract. The selected vendor must stabilize and maintain the existing network while efficiently managing these construction-related disruptions. The scope of work requires the vendor to systematically replace aging equipment, strategically expand camera coverage at new locations, and provide a credible roadmap for growing the underlying network infrastructure. All performance of the work must occur offsite at the vendor's own office location. The agency is requesting proposals that address two distinct system architectures for this network. The first is a traditional on-premise system where all cameras connect to city-managed servers and local network infrastructure, keeping footage storage under the direct control of the city's technology department. The second is a cloud-managed platform with built-in artificial intelligence analytics, where cameras connect directly to a cloud management platform to eliminate on-site servers and allow central management through browser-based or mobile interfaces. Eligibility is strictly limited to onshore organizations based in the United States. The agency has not disclosed a set budget and is looking for proposals to determine the cost of the services.
