Utility Network Implementation System

The City of Garland, Texas, is seeking a vendor to provide a comprehensive, integrated implementation of its next-generation electric GIS and design environment. The agency needs to migrate its existing geometric network data to the ArcGIS Utility Network and implement ArcGIS Enterprise. This project aims to establish a single authoritative system of record within the utility network that supports branch versioning, multi-user editing workflows, and full network topology, connectivity, and data integrity. The scope of work covers the implementation and configuration of the Schneider Electric ArcFM XI platform, along with data migration, testing, training, and go-live support. The selected vendor must deliver a utility network migration approach and an ArcGIS Enterprise and ArcFM XI implementation approach. The resulting system must support secure, scalable, and auditable enterprise deployments, as well as on-premises, cloud, or hybrid applications that rely upon GIS data. Eligible bidders must be onshore organizations located in the United States. The agency requires the performance of all work to occur offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency requires all questions regarding this opportunity to be submitted no later than June 23, 2026. The evaluation will focus on the vendor's data migration and validation methodology, as well as their proposed approaches for the ArcGIS Enterprise and ArcFM XI implementations.
