Underground Utility Locating and Bulk Asset Inventory Collection Services

The City of New Port Richey, Florida is seeking a vendor to provide underground utility locating and bulk asset inventory collection services. The agency needs to manage and respond to all incoming utility tickets from Irthnet on a daily basis. To prevent damage and maintain accurate records, the agency requires the locating of all mains and utilities within the right-of-way or easement. The selected vendor must locate designated departmental facilities using probing, digging, ground penetrating radar, vacuum excavating simple potholes, state-of-the-art electronic detection, or other approved methods. The scope of work includes collecting, verifying, and documenting utility assets such as backflow preventers, meters, system valves, control valves, hydrants, manholes, cleanouts, lift stations, and other agency-maintained infrastructure. Workers must locate assets obscured by sod or dirt using shovels, metal detectors, or probes. The agency requires all collected data to meet specific accuracy and format standards compatible with its GIS and asset management systems. The vendor must deliver daily production summaries, weekly progress reports, utility maps in CAD and GIS formats using the designated coordinate system, and all new and updated assets in a File Geodatabase format. Eligibility is restricted to onshore organizations based in the United States. The performance of the work must take place onsite in New Port Richey, Florida.
