Traffic Modelling and Analysis Service

The City of Lynnwood, Washington, is seeking a qualified vendor to provide comprehensive traffic modeling and analysis services. The agency requires these services to support its transportation planning, infrastructure development, and regulatory framework over a five-year contract period. To address these needs, the selected contractor will perform macro- and micro-traffic analysis, traffic simulation, travel demand forecasting, and traffic model development, maintenance, calibration, and operational updates. The scope of work also covers Traffic Impact Fee code amendments, fee rate studies, and Traffic Impact Analyses. Additionally, the agency requires signal warrant analysis, access analysis, intersection operations analysis, and roundabout evaluation. The service provider must also handle intersection design, including traffic signal and pedestrian signal design, alongside multimodal data collection such as traffic counts and turning movement counts. Finally, the agency requires support for grant application development. Eligible bidders must be onshore organizations located within the United States. The agency permits the performance of all work to be conducted offsite. Bidders must submit their proposals digitally via email or through the designated online portal. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit.
