Downtown Parking District Security Services

The City of Medford, Oregon, is seeking a contractor to provide professional security services for its downtown parking district. The agency needs to secure its downtown parking facilities, which include specific parking structures and surface lots. The project also requires intermittent security coverage for all other city-owned surface parking lots located within the downtown parking district boundary. The scope of work requires three weekdays of coverage per week, not to exceed twenty-four hours per week. The agency expects these services to occur generally between 9:00 a.m. and 7:00 p.m. on rotating days to maintain unpredictability. The contractor must also maintain a twenty-four-hour, seven-days-a-week management on-call contact for staffing and urgent issue response. Eligible bidders must be onshore organizations based in the United States. All security staff must meet Oregon state requirements for private security, and any armed personnel must possess proper certification and licensing for armed duties. Bidders who propose armed services must carry insurance coverage that explicitly covers armed security services. The agency is performing the work offsite and is currently looking for proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
