The government authority in Franklin, Ohio requires a comprehensive technology upgrade to its emergency operations networking and audiovisual display systems. The agency is seeking to improve incident coordination, situational awareness, and real-time information sharing across multiple operational centers. The current display and connective technology must be updated to support the tracking, processing, and displaying of information through a combination of video walls, projectors, and individual display systems. The project covers enhancements to improve the creation, visualization, and sharing of common operating pictures utilizing GIS maps, documents, spreadsheets, video, and audio inputs. The upgraded system must support seamless data sharing between the assessment center, the emergency operations center, and the joint information center. The agency requires a modernized solution that aligns with current technology standards, operational expectations, and emergency management capabilities. The requested scope of work includes providing mini-PCs for audio-video PC content and ten AVoIP encoders to allow for video and audio streaming to any device on the AVoIP system in each room. The agency also requires a digital signal processor, an audio, video, and control processor, and an audio-video network switch. All performance of the work must take place onsite at the agency location. Only organizations based in the United States are eligible to bid on this opportunity. Bidders must submit any questions regarding the procurement no later than June 15, 2026. The agency will host a pre-bid meeting on June 9, 2026.
