Housing Implementation and Investment Proposal Service

The City of Montgomery, Alabama, is seeking a consultant or team to develop a comprehensive, data-driven Two-Year Housing Implementation Plan. The agency is trying to solve challenges related to housing affordability, workforce housing, infill development, and neighborhood revitalization. The project covers analyzing current housing conditions, evaluating development opportunities, and assessing funding mechanisms to produce a practical implementation roadmap. The scope of work requires the selected vendor to expand access to affordable and workforce housing, encourage mixed-income housing development, and utilize infill opportunities. Eligible bidders must be onshore USA organizations. The agency is requesting that the performance of the work be conducted offsite. Bidders must submit all questions regarding this opportunity no later than June 10, 2026. The agency has not provided a specific budget and is looking for proposals to define the cost.
