Safe Streets and Roads for All Comprehensive Safety Action Plan Service

The Ketchikan Gateway Borough is seeking a qualified vendor to develop a Safe Streets and Roads for All Comprehensive Safety Action Plan. This project will establish design standards, set priorities, and identify actions necessary to enhance roadway safety throughout the Borough. The agency is trying to solve safety challenges for all user classes, including pedestrians, bicyclists, public transportation users, ATV and motorcyclists, motorists, personal conveyance and micromobility users, and commercial vehicle operators. The scope of work requires the development of a framework for road standards to guide the building, expanding, improving, and maintaining of roads. Specific project tasks encompass project management and coordination, plan development, data collection and review, and the creation of an ArcGIS Story Map or Hub site. The selected vendor must also conduct stakeholder and public engagement, write administrative draft and final plans, develop road standards, and perform a service area road evaluation. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be completed offsite. The budget is not specified, as the agency is looking for proposals to determine the cost. All questions regarding this opportunity must be submitted no later than June 12, 2026.
