Tribal Self-Governance Planning Cooperative Agreement Program Service

The Indian Health Service, located in Washington, DC, is seeking a partner to provide tribal self-governance planning cooperative agreement program services. The agency needs to improve the timeliness and efficiency of negotiations with Tribes and provide information and technical assistance to self-governance Tribes. The goal is to assist Tribes in negotiating with the agency to operate programs, services, functions, and activities, in whole or in part, and to manage and tailor health care programs to best suit their communities. The scope of work requires researching and analyzing the agency budget to gain a thorough understanding of how funding is distributed at all levels of the organization. The selected partner must evaluate the current level of health care services provided to help Tribes make informed decisions on their capacity to take on new or expanded programs. Additionally, the partner must establish a process to identify the programs Tribes plan to take on or expand, and assist them in developing, directing, and carrying out policies and procedures. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. The agency is currently looking for proposals to determine the budget, and no specific key dates or further evaluation criteria are provided in the solicitation.
