Dual Capacity Project Service

The Metropolitan School District of Warren Township in Indiana is seeking a vendor to provide dual capacity project services to improve its family engagement practices. The agency needs to assess its current structures, build a multi-year implementation plan, and receive ongoing coaching to strengthen family-school partnerships. This initiative aims to solve the problem of disconnected engagement strategies by mapping current work to the Dual Capacity-Building Framework and addressing existing gaps. The scope of work covers discovery and design, capacity-building planning, implementation support, and monitoring. The selected vendor will review existing data, facilitate listening sessions with educators and families, and connect district leadership with other schools using this framework. Additionally, the project requires co-creating a two-to-three-year implementation roadmap, designing leadership learning experiences, and collaborating with stakeholders to design student tracking processes within the Synergy Student Information System. The vendor must also provide coaching to district and school teams during implementation and establish monitoring tools. The agency requires a manageable set of practical process and outcome indicators, along with sustainable tools such as rubrics, walkthroughs, and surveys that the district can use after the contract ends. All performance of the work must occur onsite. Eligibility is restricted to onshore organizations based in the United States.
