Program Management and Advisory Services

The Regional Transportation Authority in Oklahoma is seeking a vendor to provide program management and advisory services to establish the structure, sequencing, and coordination required for a complex, multi-phase regional transit program. The agency needs a program integrator to provide the framework, alignment, and oversight necessary to coordinate planning, funding, technical, and implementation activities across the entire program. This initiative aims to solve the challenge of managing a large-scale transit rollout by aligning funding strategies with technical planning and advancing project development to meet federal, state, and local requirements. The scope of work covers developing integrated, cross-program work plans and establishing organizational readiness processes, tools, and structures to support implementation. The selected partner must also initiate priority procurements, mobilize early implementation activities, and support a timely launch of various program elements. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and has not disclosed a specific funding limit. A pre-proposal conference is scheduled for June 18, 2026.
