Coordinated Health Services Transportation Plan Services

The Central Oregon Intergovernmental Council in Bend, Oregon is seeking a vendor to support the evaluation, coordination, and enhancement of transportation services for seniors, individuals with disabilities, low-income populations, and other transportation-disadvantaged communities. The agency is trying to solve the problem of fragmented services by identifying opportunities to better coordinate existing resources among public, private, and nonprofit providers. This project aims to establish strategies that guide the investment of financial resources and support the pursuit and acquisition of future grant funding. The scope of work covers updating the coordinated transportation plan with strategies addressing the unique and overlapping needs of specific populations. The selected vendor must also develop a comprehensive marketing and awareness campaign and create a dedicated local public fund for transit. Performance of all contracted work will occur offsite. Only organizations based onshore in the United States are eligible to bid on this opportunity. The agency is looking for proposals to determine the budget and will accept digital submissions via email or online. Bidders must submit all questions regarding this opportunity no later than June 17, 2026.
