Comprehensive Parks Master Plan Consulting Services

The City of Irrigon, Oregon, is seeking comprehensive parks master plan consulting services to establish a long-range roadmap for park development, recreation opportunities, tourism, and economic development. The agency needs to address campground modernization, recreation planning, trails and connectivity, operational sustainability, and natural resource stewardship. To solve these planning challenges, the selected contractor will conduct a comprehensive public outreach campaign and develop a stakeholder engagement strategy to identify community needs and recreation priorities. The scope of work covers an inventory and assessment of existing park facilities, recreation assets, infrastructure, and support amenities, including the development of support amenities such as fueling facilities. The project also requires a review of prior planning efforts, community trends, and demographic data, alongside a detailed site analysis. Finally, the agency requires the prioritization of capital improvements and the evaluation of opportunities for new parks, recreation facilities, tourism-supporting amenities, and outdoor recreation destinations. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to occur offsite. Bidders must submit their proposals digitally via email or online, and the agency is looking for proposals to define the budget. The agency requires all questions regarding this opportunity to be submitted no later than June 16, 2026.
