The housing authority in Blawnox, Pennsylvania is seeking a vendor to perform site improvements and a comprehensive renovation of an existing multi-story residential building. The agency needs to solve multiple structural, aesthetic, and functional issues across the property, ranging from water intrusion to accessibility compliance. The scope of work spans exterior, interior, and civil engineering tasks to modernize the facility and stabilize the surrounding grounds. For the site work, the agency requires a boundary survey, reconstruction of the rear retaining wall with storm drainage, a geotechnical evaluation, and structural design. The selected vendor must also replace select concrete surfaces, repair the asphalt parking lot, install a new dumpster pad with bollards and fencing, and make select site drainage improvements. Exterior building improvements include modernizing the main entrance, replacing the existing EIFS system, cleaning and sealing brick masonry, replacing exterior sealants, repairing and recoating balconies and handrails, repairing brick lintels, investigating and repairing water intrusion, and installing new exterior entrance doors. Interior renovations require upgrading unit kitchens and bathrooms, performing electrical upgrades, installing new doors and interior finishes, and creating seven accessible units by combining existing apartments. Only onshore organizations based in the United States are eligible to bid on this project. All contracted work must be performed onsite at the Blawnox facility. The agency is currently looking for proposals and has not disclosed a specific budget. Bidders must attend a pre-bid meeting scheduled for June 25, 2026. All questions regarding this opportunity must be submitted to the agency no later than July 9, 2026.
