CCTV and Video Management System Installation Service

The School District of Philadelphia is seeking a vendor to provide closed-circuit television and video management system installation services at its government authority facilities in Philadelphia, Pennsylvania. The agency needs to replace its existing surveillance system with a completely new system, including all new video surveillance control equipment, field devices, and wiring. To prevent security gaps, the agency requires the existing surveillance system to remain fully intact and operational until the new system is completed, tested, commissioned, and officially turned over for use. Once the new system is commissioned and accepted, the contractor must remove all existing analog and internet protocol cameras and video head-end equipment and return them to the owner. The scope of work covers camera installation, including conduit, cable, mounts, termination, and secure digital cards, as well as adjusting the camera field of view, focus, and image clarity. The agency requires the contractor to disable all audio and microphone capabilities during camera configuration so that no camera captures audio in any format. Additional technical tasks include assigning internet protocol addresses, completing programming sheets, discovering cameras in the Genetec Security Center, applying specific credentials, and providing Genetec Security Center licenses for all cameras. The contractor must also configure the Kiwi Camera Integrity Monitor, configure the camera secure digital cards in Genetec, and provide a camera deployment guide, internet protocol address ranges, and camera nomenclature to the security contractor. System configuration requirements include setting up user, operator, and administrator access privileges, programming single sign-on, and configuring the Genetec System Health Monitoring Dashboard. The contractor must also create two administrator users for the School District of Philadelphia in the Genetec Security Center. Eligibility is restricted to onshore organizations based in the United States of America. The agency is looking for proposals to determine the budget, and bidders must submit their responses digitally via email or online. A mandatory pre-bid meeting will take place on June 9, 2026.
