Plain Old Telephone Services (POTS) Replacement Service

The government authority located in Colorado is seeking a vendor to provide plain old telephone services (POTS) replacement service. The agency needs to replace legacy POTS-dependent life-safety and operational continuity communication services with modern, compliant, and resilient alternatives. This initiative aims to solve the vulnerability of legacy systems by implementing solutions that use a primary IP-based transport, such as fiber or Ethernet, with a secondary, independent cellular path for resiliency. The scope of work requires a solution utilizing dual-path connectivity with at least two diverse communication paths, such as dual-cellular carriers or Cellular plus IP, for all critical fire and elevator life-safety lines to ensure zero-gap failover. The system must feature proactive alerting that automatically detects and alerts both the vendor and District staff of any line or power failure without manual intervention. Additionally, the managed service covers lifecycle maintenance including proactive firmware updates, battery replacement cycles, and twenty-four-seven technical support for the duration of the contract. The selected vendor must perform a comprehensive onsite signal-strength survey and inventory validation. The requested system must provide reliable, hands-free two-way voice communication during outages, featuring audible and visible call indicators. The agency also requires battery monitoring capabilities and the tracking of failover events and history, including automatic transitions. Eligible bidders must be onshore organizations based only in the United States. The performance of the work will take place offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to establish the budget.
