Cellular Communication Equipment Supplies and Services

The City of Green Bay, Wisconsin is seeking telecommunications providers to furnish cellular communication services, related equipment, support services, and account management for city departments and operations. The agency needs to establish reliable voice, data, and mobile communication services with strong coverage throughout the city, county, and surrounding operational areas. This procurement aims to resolve the agency's need for coordinated municipal communications through a single capable provider. The scope of work covers nationwide voice calling, unlimited or pooled data plans, text messaging services, and priority and emergency communication capabilities. The selected provider must also deliver domestic roaming where applicable, international service options as requested, hotspot and tethering capabilities, and data-only plans for tablets and equipment. All performance of the work will occur offsite. Eligible bidders must be onshore organizations based in the United States. The agency is looking for proposals to establish the budget for these services. Bidders must submit all questions no later than June 15, 2026, and the agency will accept digital responses via email or online submission.
