Electronic Contract Management Software

The county is seeking a vendor to provide a comprehensive electronic contract management software system specifically designed for government agencies to improve efficiency and workflow. The requested system must allow users to create, modify, and securely store contracts, as well as route them through electronic workflows and approval processes. Additionally, the software must host a repository of preformatted contract templates, which the vendor will help the county create, and send automated alerts for pending actions, upcoming contract end dates, and renewals. The scope of work requires a system that supports parallel or sequential electronic signatures, role-based security, task assignments, and complete digital archiving with an easily searchable database of current or expired contracts. The software must automatically circulate a signed PDF document to all designated recipients upon completion and provide graphical approval workflows showing the document status and the role of each approver. Furthermore, the system must feature document version control, audit capabilities for system resource usage, the ability to link related documents like certificates of insurance or purchase orders, and the potential ability to route contracts to external vendors or legal counsel outside the county network. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of the work will take place entirely offsite. The contract period will span one year, and the county is currently looking for proposals to determine the budget.
