The county is seeking a turn-key, cloud-based video streaming and legislative content management solution. The system must integrate with the county council and county websites, as well as the current audio-visual system. The agency requires an administrative web application for system configuration, legislative event management, and content management to support the administration, indexing, searching, and storage of all media assets. The solution must securely host, archive, maintain, and deliver publicly accessible live and on-demand audio, video, and associated content files on a 24/7 basis. The agency needs multicasting capabilities for encoders to stream concurrently to a publicly viewable live stream and social media platforms such as YouTube, X, Twitch, and Facebook. The system must also utilize Google Analytics or a comparable platform to generate reports for live and on-demand programming. County staff must be able to pre-schedule events and view a shared calendar to ensure no conflicts occur between county cable and council programming. The system must integrate with two distinct websites, offering a responsive format with an embeddable video player for live and on-demand streams. Visitors must be able to generate web addresses for snipped portions of recordings and download programming files in MP4, H.264, and MP3 formats. The agency requires a robust, real-time playback quality devoid of buffering and a search engine capable of indexing and searching across all stored multimedia content. The scope of work includes closed captioning capture, processing, display, and delivery, alongside editing and publishing services for meeting transcripts. Eligible bidders must be onshore organizations based in the United States, and the performance of the work will be offsite. The agency is looking for proposals to establish a contract period of one year. Bidders can submit responses digitally via email or online.
