Reliable Artificial Intelligence Sensor Fusion Innovative Solutions

The Canadian Department of National Defence is seeking innovative artificial intelligence solutions that embed compliance-by-design into multi-sensor, multi-domain fusion workflows. The agency is trying to solve the problem of enforcing classification rules, legal constraints, and policy adherence in real time during complex data aggregation and analysis. To address this, the agency requires the development of a modular, AI-enabled Fusion Compliance Engine that automatically executes compliance checks and enforcement actions programmatically during data ingestion and fusion processing without requiring human approval for predefined policy conditions. The scope of work covers real-time compliance enforcement across at least two sensor modalities and multiple classification levels, with processing performance suitable for tactical decision-making. The system must generate and retain detailed provenance records, including source sensor identification, classification markings, timestamps, and domain of origin for all ingested and produced data. Additionally, the solution must produce exportable audit logs documenting applied policy rules, enforcement actions taken, and compliance dispositions to support traceability, forensic analysis, and accreditation activities. The agency also requires explainability and operator trust mechanisms, including human-readable compliance decisions and controlled override capabilities with accountability safeguards. Eligibility is restricted to onshore Canadian bidders, and the performance of the work must take place offsite. Bidders must submit their proposals digitally via email or online. The contract period will be for one year, and the agency is currently looking for proposals to determine the budget.
