RFI for Cloud-Based Enterprise Portfolio Management Tool Replacement Service

The agency is seeking a vendor to provide a cloud-based Enterprise Portfolio Management Tool replacement service to succeed the current on-premises Planview system. The selected vendor must deliver licensing, technical implementation, configuration, data migration, and integration with existing enterprise systems to enable seamless data flow and process automation. The project covers the development of workflow designs, templates, security roles, documentation, and training materials to ensure alignment with agency business objectives and best-in-class portfolio management practices. The agency requires an enterprise portfolio management solution with a well-defined management model that enables configuration and administration of all portfolio elements in accordance with agency governance requirements. The vendor must provide the required annual licensing, including annual maintenance and support for the cloud-hosted tool. The system must maintain a minimum availability of 99.9% during business hours, excluding pre-approved maintenance windows, and the vendor must provide real-time notifications for any critical incident affecting performance, data integrity, or security. Eligibility is restricted to onshore United States organizations only. The agency requires all performance of the work to be conducted onsite. The contract period will be for one year, and the agency is currently looking for proposals to determine the budget.
