Bylaw Records Management System Software

The issuing agency is seeking a vendor to provide a new Bylaw Records Management System (RMS) software solution, along with implementation and support services. The agency needs to solve the challenge of managing bylaw operations by implementing a system that offers detailed labeling and tracking of calls and responses, dynamic reporting, complex relational tracking, modern data connections including Application Programming Interfaces (APIs), mobile compatibility, and integration with Geographic Information Systems (GIS). The required scope of work covers public interaction records management, an online portal for complaint registration, offense payments, and bylaw dispute adjudication, and map visualization to view incidents and cases with priority and type filtering. The software must also feature real-time location tracking of officers and assets through GPS and Automatic Vehicle Location (AVL) integration, customizable dashboards for key performance indicators, and advanced statistical analysis reporting tools. Additionally, the agency requires pre-built and customizable report templates, physical and digital evidence tracking with a full chain-of-custody, and end-to-end case lifecycle management including task assignment and deadline monitoring. The performance of all requested work will take place offsite. Eligibility is restricted to Canadian organizations only. The agency is looking for proposals to determine the budget for this project.
