Cybersecurity Satellite System

The Department of National Defence is seeking innovative research and development solutions to provide a flat satellite platform for cybersecurity experimentations. The agency requires the development and demonstration of novel cybersecurity protection mechanisms utilizing more than two payloads, where each additional payload increases the realism and expands the cybersecurity validation space. The desired platform must feature a hardware layout allowing a single technician to make plug-and-play connections for cyber instrumentation, such as oscilloscopes or signal analyzers, and must measure no more than 2.5 meters by 2.5 meters of laboratory floor space. The scope of work includes providing a telemetry, tracking, and command module accessible via a wired interface, alongside administrative capabilities for health monitoring, bus input/output, configuration, and secure software updates. The agency requires a modular, reconfigurable, and reprogrammable software architecture that supports software or firmware patching and hardware component replacement. Additionally, the platform must provide a remote-access environment to support cybersecurity competitions and training exercises through controlled user access, scenario orchestration, safe experimentation, and instrumented telemetry. Bidders must perform all work offsite and must be located onshore within Canada. The agency is evaluating proposals based on the innovation and technical merit of the proposed satellite platform, with additional payloads positively influencing the evaluation. The contract period will span one year, and the agency is currently looking for proposals to establish the budget. Bidders must submit their responses digitally via email or through the online portal.
