RFI for Third-Party Software Licensing Services

The State is seeking information from qualified vendors regarding best practices, strategies, and capabilities for ensuring the seamless transfer and continued use of third-party software licenses in technology solutions developed and implemented by external vendors. This initiative addresses the risk of service disruptions, increased costs, and legal complications that occur when license transferability and continuity are not properly managed during the transition of technology solution ownership. The agency intends to use the gathered input to inform future procurement strategies and contractual frameworks that guarantee unrestricted ownership, access, and use of entire solutions post-contract. The scope of the request focuses on strategies for the transferability of all third-party software licenses included in overall system deliveries. The agency also requires information on achieving pricing parity for these third-party software licenses, ensuring the costs remain consistent with what the original vendor paid. All requested feedback must address how the State can maintain full operational continuity and legal compliance during these transitions. Eligible respondents must be onshore United States organizations. The performance of any associated work will be conducted offsite. Interested parties must submit their responses digitally via email or through the online portal, and the agency is currently looking for proposals to establish budget expectations.
