RFI for Offender Telephone Management System

The Correctional Service of Canada is seeking information from telecommunication and communication service providers capable of delivering an offender telephone management system. The agency needs a secure, Internet Protocol based, and customizable business solution to serve inmates at adult correctional institutes, secured immigration detainees, minors in custodial settings, and patients housed under mental health legislation in secure institutions. This system must provide independent inmate telephone services and courtesy public telephone services with uninterrupted, constant availability. The requested scope of work includes a secure network management system featuring enhanced reporting and analytics, integrated payment and account management, and secure online payments. The system must also feature compatibility with tablets and kiosks. Eligible respondents must meet and maintain all requirements to be a licensed telecommunications carrier and must perform all work offsite. Only Canadian organizations are eligible to participate in this market research opportunity. The agency is looking for proposals to understand potential budget requirements, and interested parties may submit their responses digitally via email or online. The agency will host a pre-bid information session on June 11, 2026, and requires all questions to be submitted no later than July 6, 2026.
