Integrated Library System

The agency is seeking an Integrated Library System to maintain and control internal and external operations in the areas of Materials Acquisition, Cataloging and Processing, Patron Circulation and Accounts, the Public Access Interface, and System Administration and Reports. The requested single-library system must support all branches from a unified catalog with shared bibliographic and patron records while maintaining branch-level item records and policies. The system must support the locking of bibliographic, item, patron, and other records when a single record is being modified or updated, and all required client software must be compatible with all recent versions of Windows 10 and 11. The agency requires flexible and highly customizable collection functionality to manage sub-collections, floating collections, collections without a single home location, and new books and lucky day collections. The system must support a shared bibliographic database with individual item records, and it must display the library, date, and login that created and last edited bibliographic and item records in the staff interface. Additionally, the system must provide a fully functional online, integrated selection and acquisitions subsystem that automatically manages encumbrances, disencumbrances, and expenditures in multiple agency-defined funds based on acquisitions activities. Eligibility is restricted to onshore organizations based in the United States. Performance of the work will take place both onsite and offsite. Bidders must submit questions no later than July 1, 2026. Responses can be submitted digitally via email or online, and the agency is looking for proposals to determine the budget.
