Crossing Guards Services

The City of Laguna Niguel, California is seeking a consultant to provide fully trained crossing guards to ensure pedestrian safety near local schools. The agency needs to solve the logistical challenge of staffing, supervising, and managing crossing guards across multiple locations throughout the school year. The project covers the provision of guards for up to two hours per guard at each designated location for a total of 180 days per year, with the flexibility to adjust services based on school schedules and city needs. The selected consultant must provide supervisory personnel to oversee the guards and ensure they are present at the required locations and times. The agency requires the consultant to maintain adequate reserve personnel to quickly replace any guard who fails to report for duty. All crossing guards will be employees of the consultant, who will handle all recruitment, hiring, and firing responsibilities. The agency requires all guards to wear safety-reflectorized vests and clean clothing without rips or tears while on duty. The consultant must permit the city to inspect service records upon receiving reasonable notice. Only onshore organizations based in the United States are eligible to bid on this opportunity. While the performance of administrative and management work will occur offsite at the vendor's office location, the physical guarding services must take place at designated intersections in Laguna Niguel.
