The government authority located in Florida is seeking secure and reliable high-power density colocation services to support its artificial intelligence technology infrastructure. This agency needs dedicated data center resources to host its own equipment, ensure operational continuity, and support current and future information technology service delivery needs. The requested services cover the provision of colocation space within a controlled, professionally managed data center environment, along with associated power and energy services, rack installation, and fiber cross-connectivity. For cooling and thermal management, the facility must utilize an active on-site chilled water plant system and support water-to-chip liquid cooling readiness. Connectivity requirements include a carrier-neutral ecosystem and infrastructure that supports direct termination of unlit dark fiber into the customer cage or via the meet-me room within a specified geographic radius. Physical security requirements include compliance certification, access control, mantraps, and continuous surveillance. The agency proposes a hybrid billing model with commitment incentives where transitioning to a commitment-based tier triggers contractually defined tier discounts on the per-kilowatt power pricing.
