Data Collection Services for Pavement Management System

The City of Ontario requires a qualified Canadian organization to provide comprehensive data collection services for its pavement management system. The agency is seeking to collect and process pavement surface condition data for all hard top roadways, excluding gravel roads, within the City limits. This project aims to address the need for accurate roadway condition mapping to support long-term municipal infrastructure planning and maintenance. The scope of work covers over 3,050 lane-kilometers of paved roadway, with data collected in the primary direction. The selected service provider must conduct a pavement surface condition survey to gather distress data, imaging, geometric data, and vehicle speed information. Additionally, the survey must identify each road by name, AssetID as provided by the City, to and from location, and agency length. The agency requires ongoing communications and updates, including meetings, documentation, record-keeping, and close coordination with City staff. General administrative tasks necessary for effective service delivery also fall under the required scope. Performance of the work will take place offsite. Eligibility is strictly limited to onshore Canadian organizations. Bidders must register and pay a fee on the tendering authority's website to obtain the official Request for Proposals document without a watermark. The agency is currently looking for proposals to establish the budget and will accept digital submissions via email or online.
