Cybersecurity Satellite System

The Canadian Department of National Defence is seeking innovative research and development solutions to provide a flat satellite platform for cybersecurity experimentations. The agency requires the development and demonstration of novel cybersecurity protection mechanisms utilizing more than two payloads, where each additional payload increases the realism and expands the cybersecurity validation space. The desired platform must feature a hardware layout that allows for a single technician plug-and-play connection of cyber instrumentation, such as oscilloscopes or other signal analyzers, and testing. The requested system must include a telemetry, tracking, and command module accessible via a wired interface. The agency requires a modular, reconfigurable, and reprogrammable software architecture that supports software or firmware patching and hardware component replacement. Additionally, the platform must provide administrative capabilities for health monitoring, bus input and output, configuration, and secure software updates via a wired interface. The agency is looking for a remote-access environment to support cybersecurity competitions and training exercises, featuring controlled user access, scenario orchestration, safe experimentation, and instrumented telemetry for learning and validation. The physical platform must measure no more than 2.5 meters by 2.5 meters of laboratory floor space. The contract period will span one year, and the agency requires the performance of the work to be conducted offsite. Eligibility is restricted to onshore bidders located in Canada only. Bidders must submit their proposals digitally via email or through the online portal. The agency has not disclosed a specific budget and is looking for proposals to define the cost.
