Telecom Management and Billing System

The agency is seeking a vendor to provide a telecom management and billing system. The system must manage a variety of network and telecom items including circuits, legacy and unified communications phones, and internet lines. The selected contractor must implement and deliver a functional software solution within six months after the notification to proceed. The system must manage the cost allocation plan billing for telecommunications services and state data center services. The platform must reflect when a billing invoice has been paid, printed, or viewed, and it must create a summary billing invoice with supporting detail charges for each customer. The software must allow users to perform data entry while job processing occurs and must possess the capability to block or mask selected fields of electronic billing data before database entry. The agency requires the system to run on a platform compliant with TCP/IP network communication protocols and feature an Application Programming Interface. The contractor must deploy and manage the solution within their own cloud infrastructure and maintain dedicated security personnel with expertise in cloud security best practices. The system must also include documentation detailing how to restore the database in the event of hardware, software, or human errors. The contract period will span five years. Bidders must be onshore organizations based in the United States. The agency allows performance of the work to occur either onsite or offsite. Bidders must submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
