Crossing Guards Services

The City of Laguna Niguel, California is seeking a consultant to provide fully trained crossing guards to ensure pedestrian safety near local schools. The agency needs to solve the logistical challenge of staffing, supervising, and managing these guards throughout the school year. The selected provider must supply guards for up to two hours per location for a total of 180 days per year, with the flexibility to adjust services based on school schedules and city preferences. The scope of work requires the provider to recruit, hire, manage, and terminate all program employees. The provider must supply supervisory personnel to oversee the guards and ensure they are present at the required locations and times. Additionally, the provider must maintain adequate reserve personnel to cover any absences and ensure no service gaps occur. All crossing guards must wear safety-reflectorized vests and clean clothing without any rips or tears while on duty. The agency requires the provider to permit inspections of service records, subject to reasonable advance notice from the city. Eligible bidders must be onshore organizations based in the United States, and the administrative work must be performed offsite at the vendor's office location.
