Through this initiative, the agency aims to identify alternative strategies for maintaining its assets and addressing physical condition issues to support new program requirements. The scope of work covers recommendations for program consolidation or expansion, organizational restructuring, and service delivery changes. The selected partner must address information technology, sustainability, urban design, and security goals within the master plan. Additionally, the agency requires priority recommendations for facilities and infrastructure, cost estimates, buy-or-lease analyses, and prioritized capital projects. Only onshore organizations based in the United States are eligible to submit proposals for this offsite contract.
