Solid Waste Management Plan Revision

The Allegheny County government authority in Pennsylvania is seeking a vendor to revise its Solid Waste Management Plan. The agency needs to extend landfill agreements through 2028 and complete a feasibility study for operating a permanent household hazardous waste and electronic waste recycling facility. The selected vendor will also establish collections for household chemicals and hard-to-recycle items such as electronics and tires. The scope of work requires analyzing landfill suitability and developing fair, open, and competitive criteria for disposal facility selection. The agency requires the vendor to develop and negotiate contracts with disposal facilities. Additionally, the project covers residential and commercial recycling system analysis and development, including collection, processing, marketing, and a recyclables market analysis. The agency is requesting plans for special recycling programs targeting household hazardous waste, e-waste, construction and demolition waste, and biosolids. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of all work to occur offsite over a contract period of one year. The agency is looking for budget proposals to determine the cost of the project. Bidders must submit all questions regarding this opportunity no later than June 17, 2026.
