Substance Use Disorder Treatment Services

The government authority located in Richmond, Virginia is seeking a vendor to provide comprehensive substance use disorder treatment services. The authority needs to address substance use disorders through a variety of structured environments, including two specialized residential treatment programs, one aftercare program, three therapeutic community programs, five community corrections alternative programs, and one work release program. The selected vendor must also provide eleven separate social worker positions to support these initiatives. The selected provider must recruit, employ, and train its own staff to deliver the required program services. The authority requires all clinical supervisors to maintain a Virginia-issued substance use specific certification, and at least 50 percent of all counselors must maintain a substance use specific certification. The vendor must maintain current copies of these certifications and report them monthly in a staffing summary, while also ensuring that staff at cognitive community-based programs understand the principles of the community-as-a-model treatment approach. Eligibility is restricted to onshore organizations based in the United States. The authority requires the performance of the work to take place offsite. Bidders must submit proposals that include budget details, as the authority is currently looking for proposals to determine the project funding. A mandatory virtual pre-bid conference is scheduled for June 23, 2026.
