Agency Turnaround and Operational Stabilization Consulting Services

The Housing Authority of the City of Milwaukee, Wisconsin, is seeking a qualified vendor to provide agency turnaround and operational stabilization consulting services. The agency needs to address critical operational challenges by reviewing and improving its financial management systems, internal controls, and procurement and contract management processes. The selected consultant will also evaluate work order management, unit turnaround processes, organizational structure, staffing alignment, asset management operations, and property management performance. The scope of work requires the vendor to assess board governance and accountability structures while identifying any agency funding that is currently at risk of recapture or noncompliance. Additionally, the agency requires the development and implementation of corrective action plans, procurement execution support, construction and project tracking, and budget monitoring. All contracted services must be performed onsite at the agency's facilities in Milwaukee. Eligible bidders must be located onshore within the United States. The agency will evaluate proposals based on the submitted bids, as no specific budget has been disclosed.
