Cloud-Based 911 Learning Management System

The agency is seeking a comprehensive, cloud-based Learning Management System to deliver, track, and manage training for approximately 1,000 telecommunicators. This system will serve as a core component of a unified Next Generation 911 platform that provides call handling, mapping, Geographic Information Systems, cybersecurity, system monitoring, and lifecycle management. The requested solution must support both Board and local agency specific training needs to ensure standardized training, certification, and operational readiness. The scope of work covers centralized statewide training management, role-based access for agency staff, supervisors, trainers, and Board staff, and master administrative rights for Board staff. The platform must send automated notifications for pending enrollments and expirations via email and in-system alerts, and it must support mobile-friendly access through common browsers or a dedicated mobile application. Additionally, the system must include course authoring and content management tools for uploading PowerPoint presentations and videos, recording screen activity and voice-overs, creating user groups, auto-generating and scheduling reports, and exporting all data in open formats. The agency requires pre-configured reports for enrollment and certification history, filterable by single users, groups, or all system users, as well as engagement statistics for classes and other content. Eligibility is restricted to onshore organizations based in the United States. The selected vendor will perform all work offsite. The agency is looking for budget proposals to cover a contract period of three years. Bidders must submit all questions no later than June 22, 2026.
