RFI for Online Tax Certificate Portal Service

The Town of Richmond Hill is seeking information on online tax certificate portal services to improve the overall customer experience. The agency needs solutions, service delivery models, technologies, and best practices that support the online submission, processing, payment, and delivery of municipal tax certificates. The requested solution must integrate with existing municipal systems, support secure payment processing, and comply with privacy and security requirements. Under the current workflow, payment for the tax certificate must be made in-person or via cheque before the tax certificate is processed. Eligible respondents must be onshore organizations based in Canada. The performance of the work can be conducted either onsite or offsite. Respondents must submit their responses digitally via email or online. To obtain the official Request for Information document without a watermark, vendors must pay and register on the tendering authority's website. The agency is looking for proposals to understand budget expectations and pricing models for this service. All questions regarding this request must be submitted no later than June 23, 2026.
