The system must support integrations via data exchange formats such as XML and PDFs. Bidders must align with the agency's corporate strategy focused on efficiencies, profitability, agile culture, cloud services, and modern technologies. The agency requires bidders to define a pricing approach based on per-user monthly licensing plus potential transaction fees for workflows like assignments.
