Passport Photo Capture System

The City of Yonkers, New York, is seeking a turnkey, workstation-based passport photo capture system to standardize its photo creation process. The agency aims to eliminate handheld or variable capture methods, control environmental conditions, and produce uniform, repeatable outputs regardless of the operator. This system must produce passport-compliant images through controlled hardware and automated validation. The scope of work covers the provision of all necessary equipment, including a camera, lighting, an enclosure, and a printer. The system requires a fixed camera position, a controlled background, and real-time compliance validation software that automatically rejects non-compliant images and auto-formats photos to the two-by-two-inch passport standard. The selected provider must also handle the installation, configuration, and training for City staff. Only organizations based onshore in the United States are eligible to compete for this contract. The performance of the work will take place offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for budget proposals to determine the cost. All questions regarding this procurement must be submitted no later than June 26, 2026.
