GIS Esri Geometric Network Conversion Service

The Jacksonville, Florida government authority is seeking a vendor to convert its legacy ArcGIS geometric network and legacy GIS architecture to a modern Utility Network environment. This initiative aims to solve operational inefficiencies by supporting improved asset management, network tracing, outage management integration, data governance, mobility, analytics, and future smart utility initiatives. The agency requires this modernization to secure its spatial data infrastructure, enhance reliability, and enable advanced analytics and workforce mobility. The scope of work covers the complete migration of the existing spatial data and network architecture to the new Utility Network environment. The selected vendor must perform all work offsite at the vendor's own office location. The agency is requesting proposals to determine the budget for this conversion project. Eligibility is strictly limited to onshore organizations based in the United States. The agency will host an optional pre-response meeting for interested parties on June 16, 2026. Evaluation of proposals will be based on the submitted bids, as the agency is currently looking for proposals to define the project cost and approach.
