Housing Study Service

The Village of Schaumburg, Illinois, is seeking a qualified vendor to prepare a comprehensive Housing Study. The agency needs to evaluate existing housing conditions, identify gaps and opportunities within the current housing stock, and obtain recommendations to guide future housing policy, planning, and development efforts. This study will help the local government address unmet housing needs and plan for future population and employment trends. The scope of work requires compiling and analyzing current housing data, including housing types, age, size, tenure, condition, values, rents, affordability levels, and geographic distribution within the Village. The selected vendor must conduct a needs and gaps assessment to identify unmet housing needs across various income levels, household types, and special populations. Additionally, the project covers evaluating market and affordability gaps, assessing the compatibility of existing zoning and land use policies, projecting future housing demand, and identifying opportunity sites for reinvestment or redevelopment. The agency requires recommendations for housing policies, programs, and zoning adjustments to support a balanced housing mix, alongside suggested implementation actions for short-, medium-, and long-term goals. Only onshore organizations based in the United States are eligible to compete for this contract. The agency expects the performance of the work to occur offsite, and bidders must submit their responses digitally via email or online. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 19, 2026.
