RFI for Permitting and Mobile Inspections Software and Licensing Service

The agency is seeking a modern, configurable permitting and mobile inspections software and licensing service to streamline regulatory workflows across multiple programs. This initiative aims to reduce reliance on manual or paper-based processes, increase data accuracy, and enhance reporting, analytics, and transparency. The selected solution will modernize or replace existing legacy systems while supporting both field and office staff with user-friendly tools. The scope of work covers tracking and reporting inspections, permits, investigations, and compliance activities. The requested system must enable payment acceptance for permits and ensure compatibility with existing State financial systems and operational processes. Additionally, the agency is interested in solutions that include mobile applications for fieldwork, public-facing portals, or modules tailored to specific environmental or public-health programs. Eligible respondents must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Interested parties may submit their responses digitally via email or through an online portal. The agency is currently looking for proposals to determine the budget for this project.
