The assessment must evaluate market and affordability gaps, such as barriers to entry for first-time homebuyers and the availability of rental options. Additionally, the agency requires an evaluation of how well existing zoning and land use policies align with local housing goals. The agency is asking for projections of future housing demand based on population and employment trends, alongside the identification of opportunity sites for reinvestment, redevelopment, or new housing. The final study must provide recommendations for housing policies, programs, and zoning adjustments to support a balanced housing mix. The buyer also requires suggested implementation actions and priorities categorized into short-, medium-, and long-term goals. Only organizations based in the United States are eligible to bid on this opportunity. The selected vendor will perform all work offsite, and proposals must be submitted digitally via email or an online portal.
