Passport Photo Capture System

The City of Yonkers, New York, is seeking a turnkey, workstation-based passport photo capture system to standardize its photo creation process. The agency aims to eliminate handheld or variable capture methods and establish controlled environmental conditions. This system must produce uniform, repeatable, and passport-compliant images regardless of the operator. The scope of work covers the provision of all necessary equipment, including a fixed-position camera, lighting, an enclosure, and a printer. The requested software must perform real-time compliance validation, automatically format images to the two-by-two-inch passport standard, and automatically reject non-compliant images. The selected provider must also handle system installation, configuration, and training for City staff. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to take place offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for budget proposals to determine the cost. All questions regarding this procurement must be submitted no later than June 26, 2026.
