Cloud-Based 911 Learning Management System

The agency is seeking a comprehensive, cloud-based Learning Management System to deliver, track, and manage training for approximately 1,000 telecommunicators. This system will serve as a core component of a unified Next Generation 911 platform that provides call handling, mapping, Geographic Information Systems, cybersecurity, system monitoring, and lifecycle management. The requested solution must support standardized training, certification, operational readiness, and both Board and local agency-specific training needs. The scope of work covers centralized statewide training management, role-based access for agency staff, supervisors, trainers, and Board staff, and master administrative rights for Board staff. The system must include course authoring and content management tools, such as screen and voice recording and the ability to upload PowerPoint presentations and videos. The agency requires automated email and in-system notifications for pending enrollments and expirations, user group creation, auto-generated and scheduled reports, and data export capabilities in open formats. The platform must provide mobile-friendly access through common browsers or a dedicated mobile application. The agency also requires pre-configured reports for engagement statistics and enrollment and certification history, filterable by single users, groups, or all system users. Only United States organizations are eligible to bid on this opportunity. The selected contractor will perform all work offsite over a contract period of three years.
