Capital Fund Management, Development Consulting, and Modernization Consulting Services

The Housing Authority of Kentucky is seeking capital fund management, development consulting, and modernization consulting services to improve public housing occupancy rates and preserve the useful life of its structures. The agency requires a vendor to provide sufficient executive, project management, and technical staff to deliver comprehensive program management and technical assistance. This scope of work includes defining projects, developing scopes of work with cost estimates, and conducting field visits to assess facility needs. The selected partner will provide technical assistance in procuring and negotiating contracts with contractors, vendors, and design professionals. The agency also requires support in processing contractor claims, disputes, proposed change orders, and contract modifications. To ensure quality, control costs, and maintain schedules, the vendor must perform on-site project reviews and establish a team-based approach for project management and contract administration. Only United States organizations are eligible to submit proposals for this opportunity. The agency expects the performance of all contracted work to take place offsite. The resulting contract will span a one-year period, and the agency is currently seeking budget proposals from interested parties.
