Rubberized Asphalt Grant Consultant Service

The Division of Waste Management in Frankfort, Kentucky is seeking a civil engineering or asphalt paving consultant to assist with the administration of the Scrap Tire Management Program. The agency needs to address the administration and evaluation of rubber-modified asphalt projects, specifically rubberized chip seal and rubberized asphalt applications. This initiative aims to leverage the previous eleven years of construction data to analyze the performance and cost-effectiveness of these environmentally friendly paving alternatives. The selected consultant must determine unit-cost estimates for both rubber-modified and non-rubber-modified asphalt paving projects and share this information upon request. Additionally, the consultant must identify all asphalt contractors possessing the necessary equipment to perform chip seal projects utilizing rubber-modified aggregate binder. The scope of work culminates in the delivery of a final program report summarizing the statistical differences between conventional asphalt and rubberized asphalt using eleven years of historical construction data provided by the contracted engineering companies. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all contract work to be conducted offsite. The contract period will span one year, and the agency is currently looking for proposals to determine the budget for these services.
