Program Management Services

The Department of Public Works in Linthicum, Maryland requires program management services for large civil and utilities projects related to the replacement and rehabilitation of water distribution systems. The agency is seeking to improve performance and operations within its water main replacement program, establish long-term program goals, and identify alternative funding sources beyond the current Capital Improvement Program cycle. The selected partner will support the planning, monitoring, managing, and controlling of all water main replacement and rehabilitation projects designed by other consultants from selection through construction. The scope of work covers in-house engineering and design support, including field investigations, utility assessments, mapping, surveying, quality control, estimating, and preparing construction documents. The agency also requires the re-design of existing shelved projects, which involves completing unfinished drawings, updating construction documents, re-signing and re-sealing, and obtaining necessary permits. Additionally, the project includes providing GIS support, updating water plats, entering project data into Accela software, and providing engineering and construction support staff for active construction projects. The agency requires the development of stakeholder engagement plans and the provision of technical and managerial training to the Office of Engineering and Construction staff. Bidders must perform all work offsite and must be located onshore within the United States. The contract period will span one year, and the agency is currently looking for proposals to determine the budget.
