Actuarial Consulting Services

A government authority located in Baltimore, Maryland is seeking a contractor to provide actuarial consulting services. The agency needs these services performed in accordance with all applicable statutes, rules, governmental accounting standards, and actuarial standards of practice. The selected contractor must address the actuarial assumptions, procedures, and funding methods used for each individual system, as well as provide summaries of principal plan provisions for each system. The scope of work requires the contractor to prepare separate annual actuarial valuation reports for the Municipal Pool for fiscal year 2027 through fiscal year 2031, plus any potential extensions. The contractor must request and obtain all necessary participant and financial data from the system to calculate the actuarial value of assets, actuarial accrued liabilities, funded status, and contribution rates. Additionally, the contractor must request any extra data required for the valuation, validate all data for reasonableness and consistency, present specific financial disclosures for the Municipal Pool portion of the Employees’ Retirement System, and monitor and advise the agency on regulatory or accounting changes. Eligible bidders must perform the work offsite and must be located onshore within the United States. The agency is looking for proposals to determine the budget, and the contract period will span five years. A pre-bid meeting is scheduled for June 16, 2026, and bidders must submit all questions no later than June 23, 2026.
